Algiers, July 16 — Dr. Turad Senesie, Minister of Lands, Housing, and Country Planning of Sierra Leone, delivered a compelling address at the 44th Annual General Meeting of Shelter Afrique Development Bank, currently underway in Algeria.
In his statement, Minister Senesie emphasized the importance of tailored approaches to addressing Africa’s housing challenges, highlighting both state-led interventions and public-private partnerships (PPPs).
He pointed out that direct government funding can significantly reduce housing costs and improve access, citing Algeria as a successful example.
Conversely, Sierra Leone’s focus on PPP arrangements — which involve land availability and favorable tax regimes — is particularly suited for countries with slower economic growth.
Senesie stressed that while PPPs are viable, integrating local building materials and technology transfer—especially those developed within Africa—is essential for sustainable, low-cost housing solutions.
The Minister called on African nations to share innovative technologies and strengthen capacity-building efforts to tackle housing deficits.
He also urged Shelter Afrique to lead resource mobilization and conduct country-specific studies to identify and transfer effective housing solutions across the continent.
In addition to his address, Dr. Senesie was honored with an exclusive interview by Algeria’s state television, where he reiterated the need for African-driven solutions and regional cooperation to meet the continent’s growing housing needs.
