Component 1: Institutional Development and Legal Reform
This component focuses on strengthening the institutional capacity and legal framework for land administration in Sierra Leone. It aims to address the challenges related to the delivery of cadastral and registration services, weak legislative framework, and tenure insecurity. The component will support the Ministry of Lands, Housing and Country Planning in developing effective policies and regulations for land management.
Institutional Development and Legal Reform, is a key aspect of the Sierra Leone Land Administration Project. This component recognizes the crucial role of institutions and legal frameworks in ensuring efficient and transparent land administration in the country. It aims to address the critical challenges faced in delivering cadastral and registration services, as well as the weaknesses in the legislative framework governing land administration and management.
Through this component, we will support the Ministry of Lands, Housing and Country Planning in developing and strengthening the institutional capacity for land administration. This includes the establishment of effective policies, procedures, and guidelines for land management, as well as the capacity building of relevant institutions involved in the process. We will work towards improving the efficiency and effectiveness of cadastral and registration services, resulting in a more streamlined and transparent land administration system.
Furthermore, we will collaborate with stakeholders to review and update the legal framework governing land administration. This component will involve the development and enactment of new laws and regulations that align with international best practices and address the challenges related to tenure security, land disputes, and gender inequality in access to and control over land resources.
By focusing on institutional development and legal reform, we aim to establish a robust and efficient land administration system that promotes transparency, accessibility, and equal rights to land resources in Sierra Leone.
